(Luke 3:1)—a rugged basaltic district east and northeast of the Sea of Galilee, governed by Philip the tetrarch during the ministry of Jesus. Its caves and difficult terrain long sheltered raiders. Herod the Great received authority in the region partly to suppress brigandage. The ancient district overlaps areas later known as the Lajat, though historical boundaries varied.
